All times are in GMT, or Western European Time. Matches are default at 8pm GMT. You'll need to check to see what time this is given your local timezone. You can do so via Google search.
As for contact, on the "My Matches" page (URL listed in your tournament email) you will be provided your opponent's GameCom alias and Battle.net Real ID. You contact them either via Private Message - gamecom.plantronics.com/?page=messages or via Battle.net to get your match scheduled and played.
