It states this in the eligibility rules:

ELIGIBILITY: To enter and be eligible to participate in the Tournament, you must meet the following requirements. The Tournament is open to legal residents of the United States of America and Canada who have reached the age of majority in their jurisdictions of residence. The age of majority in the United States is 18, except in Nebraska and Alabama (19) and Mississippi (21). The age of majority in Canada is 18 years of age in Alberta, Manitoba, Ontario, Prince Edward Island and Quebec (voided). The age of majority is 19 in the remaining Canadian Provinces. The Tournament is void in Puerto Rico, Virgin Islands, U.S. Possessions, the Providence of Quebec, and where prohibited by law.
